The UNDP portal on adaptation to climate change

During the entire duration of the research and development programme, the observation and assessment schema (M&E) of the programme will be used in accordance with the UNDP method. UNDP's country office in Yangon will guarantee the topicality and up-to-dateness of the work. The Asia Pacific Regional Center (APRC) and the UNDP PT team are responsible for providing advice and supervision.

Projectaudits are conducted in accordance with UNDP financing standards and procedures and the relevant auditing guidelines. Begin of the project: During the first 3 month after the beginning of the subproject, a Projec Intake Workshops will be conducted with all people and organisations who have allocated the role and responsibility in the subproject organisation. The UNDP Country Office, regional technical advisers and other interested parties will participate in the workshops as needed.

Inception Workshop is critical for establishing self-responsibility for the results of the projects and the development of the project's first yearly workplan. Inception Workshop will cover a number of core questions, including: a) supporting all parties to fully comprehend and take on the work; b) detailing the UNDP staff's role, assistance service and supplementary accountability to the working group; c) discussing the role, function and responsibility within the project's decision-making structure, which includes the report and communications channels and dispute settlement mechanism;

e ) Revise and finalise the first set of yearly work plans on the basis of the results of the project; f ) Revise and reconcile objectives, means and objectives of the projects and reassess acceptances and risk; g) Give a comprehensive view of the financial, management and assessment (M&E) requirement.

M&E workplan and budgets should be established and budgeted; h) Discussion of processes and commitments for fiscal and audit accounting; (i) planning and scheduling of steering committee sessions; i) clarification of role and responsibility of all organizational structure of the projects and planning of sittings. First session of the Steering Committee will take place within the first two month after the founding work.

After the Inception Workshop, an Inception Report is created as a workbook. This Inception Report will be an annex to the undersigned joint venture and will be agreed with the attendees to formalise various arrangements and roadmaps agreed during the event. The UNDP Enhanced Results Based Management (ERBM) platform monitors ongoing work.

An Executive Snapshot can be used to generate a PPR on the basis of the information collected in Atlas. Use of these features is an important indication in the UNDP Executive Balanced Scorecard. The Annual Report on Projects (APR/PIRs) is a comprehensive set of core report documents that have been produced to track overall performance since the beginning of the report, in particular for the preceding report year ('30 June to 1 July).

The UNDP will evaluate the PIR' s in terms of accuracy, thoroughness, completeness and experience by an outside counsel. a) Progress towards achieving overall objectives and results - each with its own set of cumulatively calculated performance and basic information; b) Results per result (annual); c) Lesson learned/good practices; d) EAP and other expense reporting; e) Managing risks and adapting; f) Managing portfolio levels using portfolio levels of indicator.

The UNDP CO and UNDP APRC carry out on-site inspections on the basis of the scheduled Inception Report/Annual Work Schedules to evaluate concrete projects firsthand. Participants of the Steering Committee and the Technical Advisory Group will participate in these meetings as appropriate. The UNDP will prepare a Field Visitor Report/BTOR for distribution no later than one months after the PSC members and the UNDP members have visited the area.

Half time of the projectcycle: At the half-way stage of execution, the appraisal of the scheme will be carried out by an external mid-term review. This midterm review will assess results and make corrections if necessary. They will concentrate on the effectivity, efficacy and punctuality of the execution of the projects, point out questions that require decision-making and measures, and present first experiences with regard to drafting, implementing and managing the projects.

The results of this assessment will be used as a recommendation for improved delivery during the last half of the duration of the projects. Organisational structure, mandate and timetable for the mid-term assessment will be established after consulting the stakeholders in the draft text. Mandate for this mid-term assessment will be established by UNDP CO on the basis of the APRC guidelines.

Managment's responses and evaluations are up-loaded into UNDP's business system, in particular the UNDP Office Assessment Office Resource Center (ERC). Project End: There will be an impartial concluding assessment three month before the last PSC session. Subsequent assessment will concentrate on delivering the results of the project as originally foreseen ( and as revised after the mid-term review if such a revision has taken place).

Under the APRC guidelines, the mandate for this assessment will be established by UNDP CO. In the last three month the projekt teams will create the projekt terminal report. The results of the projects will be distributed inside and outside the action area via established networking and discussion fora.

To the extent that it is appropriate and of relevance, the programme will explore and engage in the identification of and participation in science, policy-based and/or other networking activities that may be useful for implementing the programme. It identifies, analyses and shares experiences that could be useful in the conception and realisation of similar forward-looking researches.

Eventually there will be a mutual information exchange between this and similarly focused researches.
