Baltimore was a Baltimore Junior College student for two years under the direction of Bennard Pearlman. 1967 his work Underneath the Piano was shown at the Baltimore Museum of Art Regional Painter Show. It had its first solo exhibition at the University of Maryland, Baltimore County Campus in 1969.

Having left the Maryland Institute of Art, he worked at Baltimore's underworld newspaper Harry, where he ran into P.J. O'Rourke, who later, at Randy's behest, scripted a graphical history that was published at Fells Point Telegraphé - a collaboration of artisans and authors organised by Randy to help meet the regulatory challenges of the Department of Transport's plans to destroy the working classes, the shores of Fells Point, to make room for a Eta

1971 he and Alan Rose create film title for his Baltimorean colleague John Waters' Pink Flamingos. In 1976 he relocated to Miami and, together with the artistic director and artiste Anna Reville, designed a series of silkscreen Christmas postcards that were on sale in the city' s designer, artistic and museums shops. He established River Studio in the 1980s and a third partner, Burman & Perez, in the early 90s.

He established IKON Communication, a Miami-based graphics consulting firm in 1995, which primarily developed communication and accreditation frameworks for non-profit organizations.
