Asian Pilot Forest Program

Pyay District, Bago Division (West), Union of Myanmar. Woods resources: Coniferous wood (50, 622 ha), wet wood with trees (21, 907 ha) and woodland vegetation (15, 204 ha). The Paukkhaung MF (PKMF) is situated in the middle of the Myanmar countryside and has been used for the manufacture of wood and NWFP for almost a hundred and fifty years.

About 22% of the MF are engaged in travelling crops and 4% in non fixed farming. By developing multi-stakeholder partnership, the MFF provides an important means of establishing solid and practicable forestry and farming practice to tackle management shift, forestry conflict and excessive/unlawful harvesting. PKMF's branch is in the Pyay forestry department bureau, with a branch in Paukkhaung's local forestry department.

The PKMF has made good headway in developing partnership, agro-forestry and livelihoods. The National Code of Forest Harvesting Practice (COHP) was implemented by the Myanmar Timber Enterprise and the Norwegian Timber Administration. One of the special features of Paukkhaung forests is the continuing use of elephant for throwing tree trunks, which makes them a relatively gentle work.

Numerous types of NWFP are used for both local consumerism and livelihoods, among them bamboos, fungi, various herbs and thanakha (Limonia acidissima), the rind of which is used to make a cosmetics. PKMF Partnership Group was founded in August 1999. The National Inception Workshop in July 2000, which was supported by the Forest Administration, the RMFP and the Japan International Forestry Promotion and Cooperation Center (JIFPRO), was the first time that the Partnership Group met regularly.

PKMF Partnerships Group is made up of public authorities, the public authorities, the individual sectors, as well as individual and municipal authorities. There are two twinning groups at municipal levels, with a new group to be established in 2002. PKMF's partnering structures are shown in Fig. 2. By the end of June 2002, seven PKMF Partnerships Group sessions and three municipal levels were called.
