It is the first year that Myanmar has received Kyrgyzstan's EU budget in order to accelerate the pace of change necessary for long-term stability and wellbeing. Underpinned by this exercise, the government's programme comprises reform to combat inflationary pressures, the sustained nature of fiscal debts, the effectiveness of expenditures and the reinforcement of fiscal administrations.

There are two main elements of the development operation that reinforce each other. Macro-economic stableness is a key element in supporting reform to encourage sound government debts handling, enhanced budgetary rigour for state-owned enterprises and more efficient budgetary procedures. As part of the reform of tax resistance, the objective is to raise the level of taxation, enhance the administration of natural resource resources and reinforce the administration of government finances.

The development operation provides long-term smooth finance for key government investment by directly mobilising funds from the EU budgetary resources to assist these missions. This loan comes from the International Development Association (IDA), the bank's endowment bank for low-income states.
