The EU obliges its 44 signatories to the deregulation of aviation and the promotion of trans-national open aviation market. This follows on from the Yamoussoukro Declaration of 1988, in which many of the same nations accepted the principle of liberalisation of aviation between them. The decision was approved by the Heads of State and Government of the Organization of African Unity in 2000 and became fully mandatory in 2002.

It states that the prospect of a reduction in this frequency of accidents would be improved if countries in Africa imposed bipartite penalties on airlines that do not comply with the security levels set by the International Civil Aviation Organization (ICAO).
